Inside the Union since 2020
Stephen Bereaux served as ITU's Chief of Administration and Finance from May 2024 to June 2026, with oversight of finance, human resources and procurement, and continues to advise the Secretary-General on the Union's transformation.
From November 2023 to August 2024 he was ITU's Chief of Transformation, establishing the Transformation Team and leading the interdepartmental process that produced the ITU Transformation Roadmap.
He joined ITU in March 2020, at the start of the pandemic, as Deputy to the Director of the Telecommunication Development Bureau and Chief of the Field Operations Coordination Department. In that role he headed ITU's regional presence, coordinating the Regional Directors and teams across 13 regional and area offices, and led the implementation of the comprehensive Review of the Regional Presence.
He was the lead on the planning and execution of WTDC-22 in Kigali, Rwanda, in June 2022: 2,152 participants, 1,304 of them in person, from 150 Member States, the first Generation Connect Global Youth Summit and the inaugural Partner2Connect roundtables.
A regulator in the islands
A lawyer by profession, Stephen started his regulatory career at the Telecommunications Authority of Trinidad and Tobago as its Senior Manager Legal and Regulatory Affairs. He joined The Bahamas' newly created Utilities Regulation and Competition Authority in 2010 and became its Director of Policy and Regulation in 2012. For five years he led URCA's economists, legal advisers and engineers in developing the policies that steered The Bahamas' transition to a competitive ICT sector.
Appointed Chief Executive Officer in April 2017, he led URCA's transformation from an ICT regulator into a multi-sector regulator overseeing both ICT and electricity, and oversaw the introduction of competition in the ICT sector, including the transition of the mobile market from monopoly to competition.
