ITU Plenipotentiary Conference 2026
Doha, 9 to 27 November 2026
The election of the Deputy Secretary-General opens on 12 November. Stephen and his team will be in Doha for the whole conference and available to every delegation.
How the election works
Who votes
Every Member State delegation present and eligible to vote. One country, one vote.
Order
The Secretary-General is elected first, then the Deputy Secretary-General, then the Bureau Directors and the Radio Regulations Board.
Winning
A candidate needs more than half of the delegations present and voting. Up to three ballots are held; a fourth, if needed, is between the two leading candidates.

Candidacies close on 12 October 2026. ITU publishes the list of candidates for each elected post. pp.itu.int
