The candidate's vision
An ITU that delivers results Member States can measure
Stephen will prioritise organisational excellence within ITU, so that the Union operates with maximum efficiency and effectiveness. He is dedicated to strengthening ITU's governance and accountability frameworks to meet the evolving needs of its diverse membership.
By focusing on resource optimisation and strategic prioritisation, he will enhance ITU's capacity to deliver results that truly matter. That includes a culture of excellence built on recruiting and retaining high-calibre professionals who understand Member States' realities, and modernised, streamlined operational practices that keep ITU agile in the face of emerging global challenges.
He envisions a bold transformation of ITU, positioning the organisation to meet future challenges with confidence and innovation. He will lead efforts to refine ITU's strategic planning, adopting results-based management for greater transparency, better prioritisation and measurable outcomes.
The transformation includes optimising ITU's regional offices so they work as true global outposts, better placed to address the specific needs of Member States, and forward-thinking human resource policies such as targeted mobility initiatives and workforce development programmes. By aligning ITU's federal entities in a unified approach, he aims to future-proof the Union.
He is deeply committed to a culture of collaboration within ITU and beyond. He will enhance inter-sectoral coordination among ITU's Bureaus so their efforts are strategically aligned with the Union's overarching objectives, and create stronger synergies between ITU's federal entities to amplify their collective impact.
Globally, he will strengthen ITU's partnerships with other UN agencies, leveraging shared platforms and resources for efficiency and cost-effectiveness. Regionally, he supports empowerment of the regional and area offices to serve as vital bridges between ITU and its members, so that the Union delivers tailored support and earns trust at every level.

A voice from the islands
Stephen has regulated in two Small Island Developing States and represented The Bahamas at ITU conferences from 2014 to 2018. He knows what a small administration needs from the Union: a regional office that answers, assistance that fits, and a seat at the table when decisions are made.
