Pillar three of three
Coordination, turned into impact.
No part of the Union can achieve its full potential in isolation.
I will provide effective intersectoral coordination, while respecting the distinct mandates, expertise and stakeholders of each Sector.
“Intersectoral coordination is the only constitutionally defined role of the Deputy Secretary-General. Any other roles and responsibilities are as delegated by the SG.” As Deputy Secretary-General, Stephen Bereaux would coordinate across the Radiocommunication, Standardization and Development Bureaus, the General Secretariat, ITU's regions, and its partners, without stepping on any Sector's mandate.
Three dimensions
Collaboration within the ITU, across the UN and our regions, and with our partners
Within ITU
Inter-sectoral coordination and synergies, respecting each Bureau's mandate.
Across our regions
Regional and area offices empowered as vital bridges to members.
Across the UN and partners
Stronger collaboration across the UN system, aligned with UN80.
01
Collaboration within the ITU
Intersectoral coordination is the DSG's only constitutionally defined function. Doing it well starts with full respect for the distinct mandates, expertise and stakeholders of each Sector.
The Union the DSG coordinates
- BRRadiocommunication Bureau
- TSBStandardization Bureau
- BDTDevelopment Bureau
- GSGeneral Secretariat: shared services to all three
Strengthened inter-sectoral coordination and synergies across the Union, respecting sectoral mandates while promoting alignment to improve collective effectiveness.
Better alignment of planning and reporting, effective shared services from the General Secretariat, and joint activity wherever it advances members' priorities.
“The DSG must understand and support their needs without stepping on their toes.”
Consensus-building and collaborative skills applied to optimize synergies between the Bureaus while improving the quality of shared services.
A federal ITU that leverages its strength as a single organization while continuing to deliver on each Sector's distinct mandate.
02
Collaboration across our regions
ITU's regional presence is where the whole of the Union comes together to work for developing countries: not peripheral to the mission, but a vital bridge between headquarters and members.
Regional and area offices empowered and expanded as vital bridges between ITU and its members, enabling more tailored, trusted and responsive outreach.
ITU's human capital placed where it can be most effective and accessible to members, through inter-sectoral coordination mechanisms, HR transformation and data-based decision-making.
A greater share of ITU's staff situated in regional and area offices, improving alignment with the membership while reducing costs.
“Regional and Area Offices are not peripheral to ITU's mission; they are vital bridges between the Union and its members.”
03
Collaboration across the UN and with partners
No Bureau, region or agency delivers its full mandate alone. Deeper partnerships extend the Union's reach without diluting its specialized mission.
Engagement across the UN system, aligned with UN80, that reduces duplication, lowers costs and delivers greater value, while safeguarding ITU's specialized mandate and governance.
Deeper partnerships with other UN agencies and international actors, where cooperation can improve efficiency, coherence and impact.
“I also see strong value in deeper partnerships with other UN agencies and international actors.”
Stronger collaboration across the UN system and with partners to help deliver better coordination, wider reach and greater impact for members.
